Armando Manuel is an Angolan MPLA politician and the current Finance Minister. Prior to his appointment, he served as the Secretary for Economic Affairs of the President and the Chairman of the Angola Sovereign Wealth Fund. He graduated in Economics from the Agostinho Neto University in 1995, he holds a MSc in Economics from London Guildhall University in 2002. He has long been associated with academics; has worked as lecturer at Agostinho Neto University, Lusiada University, Catholic University and Instituto Superior Metropolitano, all in Angola. He join the Ministry of Finance in 1993 and throughout his career has served as National Director of Treasury(2006-2009), Department Chief of Treasury Operations(2003-2006) and Department Chief of Board of Studies(2002-2003).
